Why Public Sector Organizations
Choose Seedkeeper PRO

EU Sovereignty by Design – No Cloud, No US Jurisdiction

Seedkeeper PRO operates on a pure self-custody, offline architecture. Credentials are generated and stored entirely within the device’s secure element – never transmitted to or held by any server, in the EU or elsewhere. This means there is no data subject to foreign legal frameworks like the US CLOUD Act, because there is no centralized data for any jurisdiction to compel. For organizations where data sovereignty is a legal or policy requirement, this is a structural guarantee!

Phishing-Resistant Authentication for Public Employees

Public sector employees are frequent targets for phishing and credential theft, often with limited security training and high account turnover. FIDO2 passkey authentication removes the phishable password entirely – the cryptographic challenge is bound to the legitimate website’s domain, so even a convincing fake login page cannot capture a usable credential. Authentication becomes both more secure and simpler for staff: no password to remember, type, or have stolen.

Open-Source Architecture Your Auditors Can Verify

Seedkeeper PRO’s firmware and companion app are 100% open-source, published publicly. Public sector procurement increasingly requires the ability to independently verify a vendor’s security claims rather than accept them on trust, open-source code means your internal auditors, an external security firm, or national cybersecurity bodies can review exactly how the device operates without depending on the manufacturer’s word.

Built for the Realities of Public Sector IT

Securing Access to Citizen-Facing Web Applications

Public employees frequently authenticate into web-based applications used to deliver citizen services systems where a compromised login can mean unauthorized access to sensitive citizen data. Seedkeeper PRO provides FIDO2 passkey login for these applications, removing password-based attack vectors from one of the most consequential parts of the public sector’s digital footprint.

Protecting Civil Servant Credentials Without Complexity

Security improvements in public administration often fail not because the technology is weak, but because adoption is difficult. Seedkeeper PRO removes that barrier: there’s no password to remember, no authenticator app to configure, no second device to carry. A single tap authenticates. This is security that public employees, regardless of technical background, can use daily without friction.

Continuity of Access During Staff Transitions

Public sector organizations often experience higher administrative turnover than the private sector: elections, term limits, contract staff, departmental reorganizations. When credentials are tied to a hardware device rather than a personal phone, offboarding and onboarding become physical, manageable processes: collect the device, issue a new one. Backup devices, configured via encrypted device-to-device transfer, ensure continuity even during unplanned staff changes.

Piloted With Local startup

Seedkeeper PRO has been piloted with a Belgian local startup, where it is used by employees to authenticate into internal and critical web applications. The pilot’s goal was straightforward: make daily authentication phishing-resistant without adding friction for staff.

The result has been exactly that. Employees authenticate with a single tap, with no password to remember, type, or risk exposing through phishing. Security improved, and the daily experience of logging in became simpler than the password-based process it replaced; a combination that’s often difficult to achieve in multi-tasking environments where adoption, not just security, determines whether an initiative succeeds.

Frequently Asked Questions
Seedkeeper PRO for Public Sector

Is Seedkeeper PRO suitable for classified or defence environments?2026-07-02T12:08:59+02:00

Seedkeeper PRO currently holds FIDO2 Level 1 certification and an EAL6+ certified secure element, which provide a strong security foundation for standard public sector and administrative use. We do not currently hold defence-specific or classified-environment accreditations. Organizations with requirements at that level are welcome to contact us directly to discuss current capabilities and roadmap.

Does Seedkeeper PRO store any data outside the EU?2026-07-02T12:08:20+02:00

No. Seedkeeper PRO operates on a pure self-custody model with zero cloud dependency. Credentials are generated, stored, and used entirely within the device’s secure element and are never transmitted to or stored on any server – in the EU, the US, or anywhere else. There is no centralized data for any jurisdiction’s laws, including the US CLOUD Act, to apply to.

Where is Seedkeeper PRO manufactured and personalized?2026-07-02T12:07:37+02:00

The secure element is manufactured by NXP Semiconductors – one of the world’s leading producers of certified NFC chips, whose technology is used in passports, banking cards, and high-security access systems globally. Card assembly is performed in China by a trusted manufacturing partner. Code loading, personalization, quality control, and shipping are then performed entirely in-house in Belgium, under direct company oversight – this is the stage where the device’s actual security identity is established, not at the point of hardware manufacturing.

Seedkeeper PRO registered as an official government supplier?2026-07-02T12:05:28+02:00

Yes. Seedkeeper is a registered supplier on Belgium’s official public procurement platform, incorporated in Belgium since 2021 (BE0770730524), and has completed a pilot deployment with a few Belgian local company. For procurement processes requiring additional regional or sector-specific registrations, contact us directly to discuss your requirements.

Is Seedkeeper PRO compliant with GDPR?2026-10-05T22:47:38+02:00

Yes, Seedkeeper PRO is fully GDPR compliant. This is reinforced by design: the device requires no account, no login, and collects no personal data during normal operation.

With no centralized database of user information, there is structurally very little personal data for GDPR to regulate in the first place.
